    CBI Hits 10 – A Study

    Notable about Friday’s action is that the Quantifiable Edges Capitulative Breadth Indicator (CBI) rose to 10. I have generally viewed 10+ as strongly bullish over the years. The chart below shows SPX in the top pane and the CBI in the bottom pane. Whenever the CBI reached 10 or higher initially during a spike, I have marked that with a vertical line on the chart. As you can see, over the last 3 years, CBIs of 10+ have quickly been followed by a bounce. Of course it isn’t just the last 3 years that the indicator has been helpful. The study below is one I have shown many times before. It looks at SPX performance if you were to buy the index when the CBI reached 10 or higher and then sell when it returned back down to 3 or lower. Results are updated. The COVID Crash in March of 2020 accounted for most of the gross losses. Other than that instance, the strategy would have performed very well over the years. And the last 9 instances have all closed higher, making for a nice run since the start of 2022.

    BJP Calls For CBI Investigation Into Delhi Drain Desilting ‘Scam’, AAP Points Finger At Officials

    New Delhi: Alleging a “scam of hundreds of crores of rupees” in the drain desilting work by the Aam Aadmi Party-led government’s agencies in Delhi, the Bharatiya Janata Party (BJP) on Thursday demanded a Central Bureau of Investigation (CBI) probe into the matter. The BJP’s Delhi unit president Virendra Sachdeva said, “Corruption and loot of the AAP-led Delhi government and the MCD (Municipal Corporation of Delhi) are responsible for the deaths of three civil services aspirants in a flooded basement library of a coaching centre in Old Rajinder Nagar and other rain-related incidents in the city”. In response, AAP said the questions the BJP was asking were old and added that it was Urban Development Minister Saurabh Bharadwaj who had pressed for a third-party audit of the desilting work. The minister directed Chief Secretary Naresh Kumar in May to provide a list of drains that had been desilted for verification, AAP said in a statement. Delhi Government’s Irrigation And Flood Control Sachdeva said that in 2022-23, the Delhi government’s irrigation and flood control and public works departments removed three lakh metric ton and two lakh metric ton silt from drains, respectively. The MCD and the Delhi Jal Board removed two lakh metric ton and 40,000 metric ton silt, respectively, during that period. “By this estimate, in 2024, these agencies should have lifted around 8-9 lakh metric ton silt from the drains. I want to ask Delhi ministers Atishi, Saurabh Bharadwaj and Mayor Shelly Oberoi if the drains were desilted this year and where the removed silt went,” Sachdeva said. He claimed that there was no record of trucks carrying silt removed from the drains reaching Singhola in Narela where it is dumped or the city’s three landfill sites. “There is a scam of hundreds of crores of rupees in the drain desilting exercise,” he alleged and demanded a Central Bureau of Investigation (CBI) probe into it. The entire city is in a “mess” due to this “loot” of crores of rupees, he charged. Strict action needs to be taken against officials concerned and the role of the AAP dispensation should also be looked at, the Delhi BJP president said. AAP’s Response Against BJP Allegations Responding to the allegations, AAP said that despite a reminder from Bharadwaj on June 5, the chief secretary did not send the list of the desilted drains. The ruling party alleged that Kumar, the chief secretary, was close to the BJP and made a number of excuses to avoid sharing the list. “This also means that the chief secretary had an idea that desilting was not happening on the ground,” it claimed. AAP said that Bhardwaj, during a June meeting of all agencies responsible for desilting, had said most of the work was done only on paper and called for a third-party audit. Delhi High Court had formed the Integrated Drain Management Cell, headed by the chief secretary, and categorically directed that these efforts should be verified through a third-party audit, it added. “Since, the chief secretary is exposed and this matter is in the public domain, the BJP is trying to shift the blame on the government, ” AAP alleged. Kumar, in a note to Bharadwaj on Wednesday, informed that the irrigation and flood control department principal secretary had been directed to submit a factual note on the third-party audit. All the agencies concerned with desilting of drains were also directed not to make payments to contractors till the audit, Kumar had said in the note. (With inputs from agencies)

    Student Media wins multiple national awards

    NC State Student Media was honored by four different college media organizations this fall. College Media Association (CMA), the nation’s largest organization dedicated to serving collegiate media advisers, presented individual and organizational Pinnacle awards, as well as honors in its Film and Audio Festival, at the National College Media Convention Oct. 29-Nov. 2 in Atlanta. WKNC 88.1 FM HD-1/HD-2 won second place Radio Station of the Year in the Organizational Pinnacle awards for Division I. All Pinnacle finalists are in the Division I category for schools with an undergraduate enrollment of 10,000 or more. Nubian Message, a biweekly publication serving NC State’s Black community, received an honorable mention for Periodic Newspaper of the Year, newspapers that publish two to three times a month. This is Nubian’s first nomination for this award. WKNC received three Pinnacle awards in the video/audio category. KONDE Brown, a fourth-year student studying communication and the station’s 2022-2023 production manager, shares second place for Best Audio Promo/PSA with Maddy Moore, a fourth-year student in textile technology. The promo is for Moore’s “The Doghouse” DJ shift, which currently airs Fridays at 11 a.m. on WKNC 88.1 FM HD-1. Third place for Best Audio Talk/Entertainment Program was awarded to the “On Island.” episode of “On Black.” The program, which airs every other Saturday at 11 a.m. on WKNC 88.1 FM HD-1 and is available as a podcast, is hosted by Alexis Grant, a third-year student studying material science engineering, Jeanine Ikekhua, a fourth-year student studying communication and international studies, and Hamsata Mazou, a third-year student studying business administration. In the “On Island.” episode the hosts discuss how they would structure their own island, including who would be allowed in and what rules would be established. Jermaine Hudson, a third-year student studying social work and psychology, earned fifth place in Best Yearbook Page/Spread for “The next generation of FINER women” in ACP’s Design of the Year contest.     Central Bureau of Investigation, Microsoft, Amazon join hands for nation-wide crackdown on cybercrime

    What’s the news: India’s Central Bureau of Investigation (CBI) took the help of big tech companies Amazon and Microsoft to conduct search and seizure operations in several call centres across several states of India masquerading as technical support representatives of said companies. According to both Amazon and Microsoft, the centres impacted over 2,000 customers internationally. Impersonators targeted US, UK, Germany users: As per the CBI press release, the call centres set-up in parts of Punjab, Delhi, Uttar Pradesh and Haryana pretended to be the customer support for Amazon and Microsoft. They “systematically preyed on foreign nationals,” mainly from US, UK and Germany, said the CBI. “It was also alleged that these scammers would contact the victims via internet pop-up messages that falsely appeared to be security alerts from these MNCs (Complainants). The pop-up messages fraudulently claimed that the consumer’s computer was having various technical issues,” said the CBI adding that such activities allegedly went on for the past five years. The accused would then sell/extend various fake subscriptions and then dupe customers into giving them remote access of the computer. The centres would then allegedly make them pay hundreds of dollars for unnecessary services. The CBI has now confiscated 32 mobile phones, 48 laptops/hard disks, images of two servers, 33 SIM cards, and pen drives. Further, it seized a dump of 15 email accounts and froze numerous bank accounts. Earlier, during a MediaNama event, Anand Venkatnarayan, a cybersecurity researcher and DeepStrat Co-Founder, talked about how there are call centers with hundreds of people with nearly 45 different ways in which to swindle money from people. Similarly, Kathy Sheehan, Vice President and Associate General Counsel, Business Conduct & Ethics of Amazon, thanked the CBI and said, “Amazon will remain vigilant and persistent in our efforts to stay one step ahead of fraudsters, but we cannot win this fight alone. We encourage others in the industry to join us as a united front against criminal activity.” India’s intelligence unit cracks crypto-scam: Aside from the call-centre scam, India’s Financial Intelligence Unit-India (FIU-India) also cracked a sophisticated crypto-currency fraud operation. “This audacious scheme, under the guise of a fake crypto mining operation, allegedly targeted unsuspecting Indian citizens, resulting in a staggering loss of over Rs. 100 crore to Indian victims,” said the CBI. The accused herein developed a false cryptocurrency token and fake website to attract investors with promises of “substantial returns from investments in bitcoin and other cryptocurrencies mining.” Initially, the investors were allegedly given returns to gain their trust, but all payments ceased after August 2021, said the CBI. “The accused allegedly amassed approximately Rs. 168.75 crore through the services of a payment aggregator, leaving the investors in financial distress. It was further alleged that the fraudsters even developed dedicated applications to further deceive their victims. During investigation, 150 accounts were identified which included accounts of 46 shell companies, 42 proprietorship firms & 50 individual accounts, serving as conduits for collecting funds from the public, laundering the received funds, and transferring them to the ultimate beneficiaries. A majority of these funds were allegedly channeled through dormant shell companies and personal savings and current accounts,” said CBI. Many of them have transformed their involvement in such wrongdoing into their sole means of livelihood while continuing to engage in activities against the nation. Among these cyber terrorists, one prominent figure is Tasneem Khalil, the Editor-in-Chief of the propaganda website ‘Netra News’ based in Sweden, and his chief accomplice, who are both involved in multiple cases of extortion and are currently residing in London. Who is this Zulkarnain Sami? The real name of Sami is Samiul Ahmed Khan. However, this name has changed repeatedly over time. Sometimes his name has been Tanvir Sadat, sometimes Saer Zulkarnain. Again, sometimes he is known as Zulkarnain Saer Khan. In this way, Sami was involved with countless crimes from a very young age. Sami’s father, Abdul Baset Khan, was a retired army officer. Among Abdul Baset’s four children, Samiul Ahmed Khan was the eldest. Although he was born in 1984, according to school records, his birth date is listed as October 8, 1986. Since childhood, allegations of theft have been brought against him. Sami lost his mother at a young age and, after that, he became involved in theft and various criminal activities. He changed his name to “Tanvir Mohammad Sadat Khan” to avoid the law. Zulkarnain Sami has faced allegations of theft and other types of criminal acts from his very young age. A drug-addict Sami even attempted to rape his step mother. Following this incident, Sami’s father had to drive him away from their residence. As his father was in army, Zulkarnain Sami was impersonating as an army officer. He even began criminal activities by wearing military uniform. On April 28, 2001, Zulkarnain Sami was arrested for illegally wearing military uniform. Two days later his father Abdul Baset Khan got him released by providing written bond. On July 21, 2006, Sami attempted to steal mobile phones from a store at Dhaka’s Elephant Road area. As he was caught red-handed, shop owners handed him over to police. Later a case (Case number 43) was filed under section 140, 170, 171, 419, 435, 467 and 472. Zulkarnain Sami faces few more criminal cases pending with various police stations in Bangladesh while he is flagged by the Hungarian law enforcement agencies as drug-peddler with connections to transnational narco-trafficking cartels. According to credible sources, Sami maintains business ties with Juan Orlando Hernández, the former President of Honduras, who has been indicted and extradited to the United States on drug-trafficking charges. A press release from the US Department of Justice corroborated these allegations. Years ago, Sami was introduced to Hernández’s drug trafficking network by an influential member of a Mexican narco-cartel that utilizes Hungary as a gateway for distributing narcotics across Europe. It is also alleged that Sami acted as a conduit for Afghan narcotics supplied by Hezbollah to Hernández. Due to his notorious record of involvement in crime, when it turned impossible for Zulkarnain Sami in residing in Bangladesh, he fled the country and landed in Hungary. Sitting in Hungary, he was trading in selling citizenship and diplomatic passports of Dominica, Antiqua & Barbuda by establishing connections with a London-based individual named Paul Singh. By using this channel, Sami helped a large number of terrorists from Bangladesh, Pakistan, Lebanon, Afghanistan, Colombia, Venezuela, and Nicaragua in obtaining citizenship of Dominica, Antiqua & Barbuda. It may be mentioned here that a large number of fugitive criminals, some of whom even are wanted by Interpol are easily acquiring passports of the Caribbean island nations, including Dominica, Antigua & Barbuda, St Lucia etcetera under the Citizenship by Investment (CBI) program. Years ago, Harris Ahmed, then a fugitive on the Most Wanted list of the law enforcement agencies in Bangladesh succeeded in acquiring passport of Antiqua & Barbuda under CBI program using alias and began travelling to many countries and finally began commercial activities in Hungary by forming alliance with Zulkarnain Saer Khan Sami. Although authorities of the Caribbean island nations claim to be granting citizenship and issuing passport after “due diligence”, this particular case clearly proves – any investigation of its CBI applicants are completely bogus. All passport holders whose information does not specify that they are native-born citizens of Antigua & Barbuda should be considered by compliance officers to be possible foreign criminals, unless cleared through Enhanced Due Diligence investigation, conducted by an experienced, objective agency. Antigua allowed Harris Ahmed to use an alias on his passport, to further skip arrest and dodge legal consequences, while Hungary and few other European countries were in total dark about criminal record of this individual. Sources confirm that Haris Ahmed has bragged to friends and acquaintances that he and his wife regularly use their CBI passports. Although Antigua alleges that its check out all CBI applicants through the us embassy in Barbados, this has been denied by the US authorities. According to media report, Zulkarnain Saer Khan Sami has meticulously crafted a façade of legitimacy by posing as an “Undercover Investigative Journalist” for Al Jazeera. Further bolstering his counterfeit credentials, he has also claimed affiliations with the Israeli daily Haaretz and the Organized Crime and Corruption Reporting Project (OCCRP). Utilizing a photograph taken in an Al Jazeera office as his linchpin, Sami has duped numerous individuals in Bangladesh, extracting hundreds of millions of taka under the guise of journalistic integrity. One such victim, Aarav Khan, took to social media to expose Sami’s fraudulent activities, revealing the depths of his deception. Capitalizing on the recent “visa policy” on Bangladesh, announcement by the US State Department, Sami has added another layer to his elaborate scheme. He purports to have been commissioned by the Central Intelligence Agency (CIA) through the National Endowment for Democracy (NED), claiming to gather intelligence on Bangladeshis who could face US visa restrictions and financial sanctions under the Global Magnitsky Act. This audacious claim has not only added a veneer of credibility to his activities but also opened new avenues for extortion and blackmail. It is further learnt, Sami’s chameleon-like ability to adapt and evolve is evident in his use of multiple aliases, including Zulkarnain Saer Khan and Tanvir Mohammad Sadat Khan. On social media platforms, he brazenly claims affiliations with various international news organizations and the OCCRP. However, a closer examination reveals that Sami lacks any journalistic credentials, a fact corroborated by his criminal history. Before his deportation from Hungary on charges ranging from drug trafficking to running a prostitution ring, he had been arrested in Bangladesh for theft and impersonation. According to an investigative report, amidst the intricate web of criminal enterprises, Zulkarnain Saer Khan Sami has established a company known as ‘Shams Inc’ in the United Kingdom. Speculation is rife that this new venture serves as a smokescreen for a host of illegal activities, including but not limited to, transnational drug trafficking and money laundering. Given the extensive and multifaceted nature of Sami’s criminal history, the establishment of ‘Shams Inc’. raises alarming questions about its true purpose. Could it be a new conduit for Afghan narcotics supplied by Hezbollah, or perhaps a front for laundering the proceeds of his various extortion schemes? The gravity of these possibilities makes ‘Shams Inc’, a focal point for further investigation, as it could potentially serve as the linchpin in Sami’s ever-expanding criminal empire. Zulkarnain Sami’s extortion racket In a sinister twist, Zulkarnain Saer Sami has been implicated in an extortion and blackmailing racket operated from Canada and the United States under the guise of ‘Nagorik TV’, a Facebook and YouTube based so-called channel. Bangladesh Police have filed charges against him for committing cybercrimes. Sami, who falsely claimed to be a ‘Researcher’ for Al Jazeera’s ‘i-Unit’, has been disavowed by the Qatar-based network. His criminal activities extend to conniving with other members of the crime cartel, including Tito Rahman and Nazmus Saquib, to create and publish defamatory video content targeting various political figures, civil and military officers, journalists, and esteemed individuals in Bangladesh. This nefarious agenda aims at character assassination, extortion, and blackmailing, further solidifying Sami’s reputation as a dangerous criminal. In an earlier report, Zulkarnain Saer Sami has been accused of demanding a staggering BDT 50 million from Arav Khan, a fugitive who is also known for killing a police officer. In a telephonic conversation published online, Zulkarnain Saer is heard claiming to be a member of Al Jazeera’s Investigative Team, a reporter for the Israeli newspaper Haaretz and ‘Team Member’ of Organized Crime and Corruption Reporting Project (OCCRP). Zulkarnain Sami receives American taxpayer’s money In a startling revelation, Netra News, a platform funded by the US Congress through the National Endowment for Democracy (NED), has hired Zulkarnain Saer Sami, a known criminal, as its “Researcher-Contractual”. Despite having no journalistic background and a criminal history that includes drug trafficking and theft, Zulkarnain has been given a platform that receives American taxpayer money. This hiring has raised serious ethical questions and calls for an immediate investigation by Congress, as it directly violates resolutions and bills passed by the US legislative body. Zulkarnain Saer Khan Sami has been identified as a key player in a network of anti-Bangladesh elements, which also includes Interpol-wanted terror-funder Shahid Uddin Khan and the cyber-terror and extortion platform ‘Nagorik TV’. This group was caught red-handed disseminating propaganda material published on an obscure website called ‘Sri Lanka Guardian’. The content, aimed at sowing confusion and doubt among the Bangladeshi populace, was circulated and spread by Zulkarnain and his associates with ulterior motives. Zulkarnain Saer Khan Sami, who has sought asylum in the United Kingdom under the false pretense of being a “victim of political vengeance”, has been actively disseminating malicious propaganda against the UK’s Labour Party. Utilizing his social media platforms, he has accused the Labour Party of promoting racist behavior and Islamophobia. This is particularly alarming given Zulkarnain’s deep connections with extremist groups like the Muslim Brotherhood and Hezbollah. His activities in the UK not only pose a threat to the political climate but also raise concerns about his involvement in anti-Semitic and anti-Hindu activities. UK Home Minister Suella Braverman has expressed grave concern over the issue of human trafficking in the United Kingdom, a concern that becomes even more urgent in light of Zulkarnain Saer Khan Sami’s illicit activities. Reports suggest that Zulkarnain is involved in smuggling illegal immigrants into the UK via the English Channel, adding another layer of criminality to his already extensive portfolio. This not only exacerbates the human trafficking problem that Minister Braverman is keen to address but also poses a significant security risk to the country.
